Legal documents issued in the United States are not always accepted in other countries. For example: a document that has a notary public seal from Virginia is generally accepted throughout the United States. However that notarized document will not be accepted in any country outside of the United States.
In order for that document to be accepted in Germany, for example, it must be further authenticated by the U.S. State that commissioned the notary public. For example: If a notary public commissioned in New York State has sealed a document that is to be used in Germany then the Secretary of State of the State New York must authenticate that notary public's seal. This process is called Apostille.
We have complied requirements and instructions for each country and also instructions to secure an Apostille certificate. Also, with each country, you will be able to determine the address and costs to have your documents authenticated by your State Secretary of State.
